Issues: Whether the value of reinforced paper, a captively consumed intermediate product used in the manufacture of envelopes chargeable to nil rate of duty, was required to be included while computing the aggregate value of clearances for small scale exemption under Notification No. 1/93.
Analysis: The notification's Explanation II excludes clearances of excisable goods chargeable to nil rate of duty or exempted from the whole of duty from the aggregate value of clearances.
