Provisional attachment restrictions: attached property may not be mortgaged, leased, transferred or dealt with without prior approval. A person whose property has been provisionally attached, or their representative, may not mortgage, lease, transfer, deliver or otherwise deal with the attached property except with the previous approval of the Commissioner of Central Excise.
