Retail sale price determination uses statutory fallback when RSP rules cannot ascertain the price under these rules. If the retail sale price of any excisable goods cannot be ascertained under the RSP rules, the price is to be determined in accordance with the statutory principles and the provisions of the Act and the related rules, applying the Act's price-ascertainment mechanism as the operative fallback.
