Diplomatic and consular fiscal privileges preserved under international law remain unaffected by the tax treaty provisions. The Convention does not affect the fiscal privileges of diplomatic agents or consular officials under the general rules of international law or under the provisions of special agreements, preserving existing fiscal immunities and exemptions.
