Parliamentary scrutiny of draft notifications allows both Houses to disapprove or require modification before issuance.

A proposed notification must be laid in draft before each House of Parliament for the prescribed statutory period and, if both Houses jointly disapprove, the notification shall not be issued, or if both Houses jointly agree on modifications it may be issued only in the modified form; periods of prorogation or adjournment exceeding four consecutive days are excluded when reckoning the laying period, and copies of every notification issued must thereafter be laid before each House.
