Political party leader expenditure excluded from candidate election accounts; party must notify and may substitute designated leaders.

The amendment excludes from candidate election expenditure (1) travel and propagation costs incurred by designated leaders of a political party whose names are communicated to election authorities within the prescribed pre-poll period, subject to limits on numbers and permitted substitutions, and (2) expenditure on arrangements or acts by government servants in discharge or purported discharge of official duty, thereby distinguishing party and official spending from candidate-incurred election expenses.
