Definition of State includes Union Territory; Parliament may form new states or union territories by uniting parts. The amendment to Article 3 adds two explanations: first, that for clauses (a) to (c) the term State includes a Union Territory though the proviso excludes it; and second, that Parliament's power under clause (a) includes forming a new State or Union Territory by uniting part of any State or Union Territory with another.
