Explanation I clarifies that the term 'State' in clauses (a) to (c) includes a Union Territory, but in the proviso, it does not. Explanation II specifies that the power granted to Parliament by clause (a) includes the authority to create a new State or Union Territory by merging parts of any State or Union Territory with another.
