<h1>Administrator's Power to Issue Ordinances in Union Territories Under Article 239-B When Legislature Not in Session</h1> The Constitution (27th Amendment) Act, 1971 inserts Article 239-B, granting Union Territory administrators power to promulgate ordinances when the legislature is not in session. This authority requires presidential instructions and is prohibited during legislative dissolution or suspension. Such ordinances function as legislative acts but must be presented to the legislature upon reassembly and cease operation after six weeks or upon disapproval. Administrators may withdraw ordinances with presidential approval. Any provisions exceeding the legislative authority of the Union Territory are void. This amendment became effective February 15, 1972.
