The constitutional scheme provides for temporary reservation of seats for Scheduled Castes and Scheduled Tribes and nomination of Anglo-Indian representatives; the Bill proposes a temporal extension of those provisions for a further period of ten years on the basis that the socio political conditions justifying the safeguards continue to exist, without changing the operative mechanisms of reservation or nomination.
