Originally applicable to Bihar, Madhya Pradesh, and Orissa, the amendment reflects the creation of Chhattisgarh and Jharkhand, which resulted from the reorganization of Madhya Pradesh and Bihar in 2000. With the redefinition of Scheduled Areas and the demographic distribution of Scheduled Tribes, the amendment proposes to exclude Bihar from the proviso due to its minimal Scheduled Tribes population and extend the provisions to Chhattisgarh and Jharkhand, aligning with the Scheduled Areas Order, 2003.
