Appealability of liquidation orders: permits appeals on grounds of material irregularity or fraud against liquidation and initiation orders. Amendment substitutes sub-sections in section 61 to allow an appeal against a liquidation order or specified initiation orders only on grounds of material irregularity or fraud committed in relation to those orders, thereby restricting appellate review to allegations of serious procedural defect or corrupt conduct.
