Power to remove difficulties permits government orders to implement the Act, subject to consistency limits and parliamentary laying. The Central Government may, by order not inconsistent with the Act, remove difficulties in giving effect to the Act, subject to a two year time limit from commencement; every such order must be laid before each House of Parliament as soon as may be after it is made.
