Certification of advance ruling copies required; authorized Commissioner or officer must certify true copies before dispatch. Certification requires that each advance ruling copy sent to the applicant and to the Commissioner of Central Excise be certified as a true copy of the original by the Commissioner of the Authority for Advance Rulings or by any officer duly authorized by that Commissioner.
