<h1>Indian residents can raise External Commercial Borrowings in foreign currency or rupees with minimum three-year maturity and annual limits.</h1> Indian residents may raise External Commercial Borrowings from outside India in freely convertible foreign currency or Indian Rupees. Eligible borrowers include entities receiving foreign direct investment and startups. Minimum maturity is three years with borrowing limits of USD 750 million annually (USD 3 million for startups). Lenders must be from FATF or IOSCO compliant countries. Maximum spread is 450 basis points over applicable benchmarks. Proceeds can be used for all purposes except those on the negative list. Borrowers must obtain loan registration numbers, follow reporting procedures, and may provide security to lenders.
