Threshold for registration in special category states may be raised on request and Council recommendation.

The Government may, at the request of a special category State and on the recommendation of the Council, enhance the aggregate turnover limit referred to in the first proviso up to a higher notified amount not exceeding the upper statutory limit, subject to conditions and limitations specified by notification; the amendment also adds certain States to the Explanation defining special category States.
