'Act' refers to the Customs Act, 1962. An 'applicant' is a person applying for a private warehouse license under section 58. A 'private warehouse' is a licensed site or building where dutiable goods imported by or for the licensee can be stored, as authorized by the Principal Commissioner or Commissioner of Customs. Terms not defined in the regulations but defined in the Act retain their meanings as per the Act.
