Special passes to break bulk: written stamped application enables segregated deposit of cargo until manifest and bills of entry are filed. Special passes under the Sea Customs Act, 1878 may be granted on written application with proper court fee stamp, filed even before vessel arrival. Goods for vessels discharging in dock must be kept in a separate shed or segregated portion; goods discharging in the stream must be stacked on the wharf as directed to avoid mixing. No goods may be removed from the deposit place until the manifest and bills of entry have been put in.
