New Rules for Special Passes to Break Bulk at Ports Under Sea Customs Act, 1878
The Central Board of Revenue, under the Sea Customs Act, 1878, establishes rules for granting special passes to break bulk in ports within Madras, Pondicherry, and Bombay. Applications for these passes must be written and stamped with the appropriate court-fee. For steamers and square-rigged vessels, goods must be stored separately until proper documentation is submitted. In Bombay, special passes are granted to native crafts transporting specific building materials and market produce, valid for one month. Notice must be given before discharging goods, and passes must be endorsed by the Preventive Officer if the vessel carries only ballast or passengers.
