Special pass to break bulk: permitting controlled discharge subject to deposit, manifest filing, and notice to the customs officer. Rules authorize granting special passes to break bulk on written application on properly stamped paper, which may be filed before vessel arrival. For steamers and square rigged vessels goods under a pass must be kept separate in a shed or stacked on the wharf as directed to prevent mixing, and cannot be removed until manifest and bills of entry are put in. Special passes to native craft are limited to specified building materials, fodder, poultry, fresh produce and market goods, require prior notice to the Customs Officer before discharge, and must be produced for endorsement if the craft arrives in ballast or with passengers.
