Jurisdictional scope of information exchange: Parties exchange information irrespective of residence, subject to territorial possession limits. Information shall be exchanged without regard to whether the person concerned is a resident of a Contracting Party, but a Requested Party is not obliged to provide information that is neither held by its authorities nor in the possession or control of persons within its territorial jurisdiction.
