          <h1>Passenger baggage fees may be levied on released baggage based on contents, transportation and service-related costs.</h1> Regulation 3 mandates a fee, fixed by the Principal Commissioner or Commissioner of Customs, on passenger baggage or packages released or returned, calculated with regard to the nature of contained articles, transportation and porterage charges from landing place to storage, and other expenditure for services rendered; no fee applies where baggage detained by customs is released as having been in the passenger's bona fide use.
