Provisional attachment of property enables authorised officers to inventory and secure assets pending settlement proceedings.

The Settlement Commission's attachment order is sent to the Commissioner having jurisdiction over the applicant's property or residence; the Commissioner may authorise a subordinate officer to attach property and must ensure that the authorised officer prepares an inventory describing immovable property sufficiently and noting the location of movable property, hands a copy to the applicant or person from whose charge property is taken, and sends copies to the Commissioner and to the Settlement Commission.
