Common factory facilities must be provided and maintained jointly and severally by the owner and occupiers.

Where separate occupiers lease premises or separate buildings as distinct factories, the owner and occupiers using shared facilities are jointly and severally responsible for provision and maintenance of common facilities-including safety and fire prevention, access, hygiene, occupational health, ventilation, temperature, emergency preparedness, canteens, shelter, rest rooms and cre ches-as prescribed by the appropriate Government.
