Factory approval and licensing require prescribed plans, may be deemed granted after 30 days, and refusals are appealable.

Rules by the appropriate Government may require submission of plans, prior site permission, construction or extension approvals, and licensing and renewal including fees. An electronic application for site permission, construction or extension with required plans is deemed granted if no order is communicated within a period not exceeding thirty days. A refusal of permission or licensing may be appealed within thirty days to the Central Government where the decision appealed from was of the State Government, and otherwise to the State Government.
