Postal Authority obligations require customs-controlled handling, clearance before delivery, electronic duty reporting, and secure transshipment of imported parcels.

Postal Authority obligations require imported postal goods to be handled only as directed by Customs and prohibit opening receptacles, bags or packages without permission. All imported parcels and parcel lists must be presented for screening, inspection, examination and assessment. Goods cannot be delivered without a clearance order. The Postal Authority must electronically report delivery, collection of assessed customs duties and payment of collected duties by the seventh day of the succeeding month, and must ensure secure movement where transshipment is required.
