Appeal against refusal or issuance of a complaint allows a higher forum to order its withdrawal or making.

A person aggrieved by a lower court's refusal to make, or by the lower court making, a complaint may appeal to the superior court to which that court is subordinate; the superior court may direct withdrawal or making of the complaint, and if it makes the complaint the complaint provision's procedures apply. Orders under this appeal provision, and related orders under the complaint provision, are final and not subject to revision.
