A person aggrieved by specified State Commission orders may appeal to the National Commission within a prescribed time; delay may be condoned for sufficient cause and appeals involving monetary obligations require compliance with a prescribed deposit condition. Appeals to the National Commission from State Commission appellate orders lie only where a substantial question of law is involved; the memorandum must state that question precisely, the Commission will formulate and hear the question, and it may also hear other substantial legal questions for reasons recorded in writing. Appeals from ex parte State Commission orders are permitted.
