Certificate denial procedure: Board must give hearing, state grounds, and allow written reconsideration request promptly.

If the Board is of the opinion that a certificate should not be granted, it may, after giving the applicant a reasonable opportunity of being heard, reject the application. The Board must communicate its decision not to grant the certificate to the applicant within thirty days, stating the grounds. An aggrieved applicant may apply in writing for reconsideration within thirty days of receiving that communication, and the Board shall consider the application and communicate its decision in writing as soon as may be.
