Promotion discretion: Board may make promotions and switchovers under Competent Authority policies, subject to eligibility and tests.

All promotions, upgradations and switchovers are at the Board's discretion under Competent Authority policies; promotions are against sanctioned vacancies and based on seniority, merit and suitability with performance in the current post considered. Eligibility thresholds and limited switchovers to the Officer cadre are subject to prescribed qualifications, departmental tests and interviews. A Departmental Promotion Committee, which may include external experts, is constituted by the Chairman to consider promotions; Executive Director promotions require a Committee of the Chairman and two Board members.
