Removal of difficulties power allows government to issue orders to remove implementation difficulties, subject to legislative review.

Section 172 authorises the Government, on the Council's recommendation, to publish general or special orders in the Official Gazette to remove difficulties in giving effect to the Act, provided such orders are not inconsistent with the Act, rules or regulations; orders are subject to a temporal limitation and must be laid before the State Legislature promptly.
