Removal of difficulties power allows government to issue Gazette orders to remove implementation obstacles, subject to legislative laying.

The Central or State Government, on the Council's recommendation, may publish general or special orders in the Gazette to do anything necessary or expedient to remove difficulties in giving effect to any provision of the Act; no such order may be made after two years from the date of effect of the provision, and every order must be laid, as soon as may be, before Parliament or the State Legislature.
