Customs warehouse receipt controls require lock verification, quantity reconciliation, discrepancy reporting, recordkeeping, and acknowledgement of goods received.

Special warehouse licensees must verify the integrity of the one-time lock on goods received from a customs station. A broken or missing lock requires immediate intimation to the bond officer and refusal to unload. Where the lock is intact, goods may be unloaded after quantity reconciliation with the warehousing bill of entry and invoice. The licensee must report quantity discrepancies within twenty-four hours, endorse and retain relevant warehousing and transport documents, record the goods, and acknowledge receipt to the proper officer and bond officer.
