Registration refusal procedure requires opportunity to be heard, written grounds and right to seek timely reconsideration.

Where an application does not satisfy eligibility criteria the Board may reject it only after giving the applicant an opportunity of being heard. The refusal must be communicated in writing within thirty days, stating the grounds of rejection. An aggrieved applicant may apply within thirty days of receipt for reconsideration, and the Board shall reconsider and communicate its decision in writing as soon as possible.
