Vacancy filling in appellate tribunal: central government appointment required and proceedings may resume from the prior stage where vacancy is filled.

Section 31 provided that where a vacancy occurred in the Chairperson or any other Member of the Appellate Tribunal for reasons other than temporary absence, the Central Government would appoint another person in accordance with the Act to fill the vacancy and proceedings could continue from the stage at which the vacancy was filled; this provision was omitted with effect from 1 June 2016.
