Complaints about goods or services may be filed by the consumer, a recognised consumer association, representative consumers with forum permission, or the government; each complaint must be accompanied by the prescribed fee. The District Forum may admit or reject a complaint after hearing the complainant, ordinarily deciding admissibility within a short prescribed period, and an admitted complaint proceeds under the Act and cannot be transferred to another court, tribunal, or authority.
