Rule 17 requires that every appointed Chairperson and member, before entering office, make and subscribe an oath of office and an oath of secrecy in Forms I and II annexed to the Rules; earlier phrases specifying the official before whom the oath was taken were later omitted, without affecting the obligation to subscribe the two oaths.
