....Trade and field queries on SCOMET classification should be resolved using the DGFT-established Inter-Ministerial Working Group process and the consolidated repository of DGFT clarifications; customs formations must consult that repository first. If ambiguity remains, with prior written approval of the Commissioner the case (with technical drawings, specs, end-use/user details, images and a brief note) should be referred to the Customs-III Single Nodal Point, which will obtain DGFT technical determination; field formations must not directly approach DGFT. No Chartered Engineer certificate is required for SCOMET clearance. DIC will coordinate AEO/dual-use outreach; officers should be sensitized and difficulties reported to the Board.....
