Learned Counsel for the applicant has stated that the certified copy of the order was ready on November 07, 2020 and the applicant obtained the certified copy on November 10, 2020. 3. Learned Counsel for the applicant has pointed out that the writ petition was filed on November 30, 2016 after 114 days from the date of issue of the Notification i.e. August 08, 2016 and the appeal was filed within two days from the date the certified copy of the order was ready. He, therefore, submits that there is a delay of 24 days in filing the appeal, as the period during when the writ petition remained pending in the High Court has to be excluded. 4.
