Considering the aforesaid facts and circumstances, we set aside the judgment and order dated 18.12.2008 of the Division Bench of the Kerala High Court in STRs Nos. 224, 225, 213, 231, 262 of 2006 and restore the same to the file of the High Court. 6. Be it also mentioned that two writ petitions were filed, being Writ Petition No. (OP) 12020 of 1998 and OP 3444 of 1998, by the appellant herein before the Kerala High Court challenging the validity of the notifications issued by the respondent, which also were dismissed by the High Court under the impugned judgment and order. 7.
