Wheat flour export restrictions permit limited exports under advance authorisation and EOUs subject to strict import and procedural conditions.

Wheat or meslin flour (HS 11010000) is prohibited for export except under narrow exceptions: exports permitted against Advance Authorisation and by 100% Export Oriented Units and SEZ units, subject to Handbook of Procedures and separate Public Notices. Conditional requirements include pre import of wheat for EOUs/SEZs, export within a specified period from import, actual user import conditions, prohibition on transfer of imported raw material, prohibition on procurement of domestic wheat for export production, mandatory export of entire milling output except approved wastage, and production verification by presentation of the Bill of Entry for imported wheat.
