Section XV of the Customs Tariff defines the scope and exclusions for base metals and articles of base metal, sets out enumerated definitions of base metals, cermets, waste and scrap and powders, prescribes form-based product definitions (bars, rods, profiles, wire, plates/sheets/foil, tubes and pipes), and establishes alloy and composite-article classification rules that classify alloys and mixed-metal articles by the metal predominating by weight.
