of <h1>CENVAT Credit Rules Amended: New Sub-Rule 9A(5) Requires Stock Declarations for Credit Eligibility from April 1, 2003</h1> The Central Government has amended the CENVAT Credit Rules, 2002, effective from the publication date in the Official Gazette. The amendment introduces a new sub-rule (5) to Rule 9A, detailing procedures for manufacturers, producers, first stage dealers, or second stage dealers regarding declarations of goods in stock as of March 31, 2003. Those who have not declared by April 30, 2003, must declare goods in stock as of April 1, 2003, to avail of credit. Those who declared by April 30, 2003, must make a fresh declaration for goods in stock as of April 1, 2003, to maintain credit eligibility.
