The amendment requires manufacturers to provide documentation before clearing goods. For goods intended for official use by the UN or international organizations, proof of intended use must be shown. For goods supplied to projects financed by the UN or international organizations, a certificate from a Deputy Secretary or higher in the relevant nodal Ministry is required, confirming the project's approval by the Government of India and its financing by the UN or the international organization.
