Import is permitted against a Special Import License (SIL) and is subject to specific conditions. Poppy seeds can only be imported from designated countries, including Australia, Austria, France, China, Hungary, the Netherlands, Poland, Slovenia, Spain, Turkey, and the Czech Republic. Importers must provide a certificate from the exporting country's competent authority confirming legal cultivation as per International Narcotics Control Bureau standards. Additionally, all import contracts must be registered with the Narcotics Commissioner in Gwalior prior to import.
