The amendment introduces a proviso to sub-rule (4) of rule 4, stating that no counter receipt shall be issued after February 28, 1999. This amendment, titled the Companies (Issue of Share Certificates) Amendment Rules, 1999, is enacted under the authority granted by section 642 of the Companies Act, 1956, and will be effective upon its publication in the Official Gazette.
