The amendment specifies that importers must provide evidence to the Assistant Collector of Customs that the polyester fibre is intended for use in approved programs. For handloom fabrics, approval must come from the Development Commissioner for Handlooms, and for other fabrics, from the Textile Commissioner and a senior official in the Ministry of Supply and Textiles. Additionally, importers must produce a certificate from relevant authorities confirming the fibre's use in manufacturing low-priced fabrics with specified polyester content.
