The amendment specifies that instead of a complete exemption from customs duty, pulses will now be subject to a duty only on the portion exceeding twenty-five percent ad valorem, aligning with public interest considerations. This change is formalized in Notification No. 40/87-Cus, dated February 4, 1987.
