Customs Act Amendment: Certificate Requirement Waived for Research Goods; Institutional Head's Confirmation Required.
The Central Government has amended Notification No. 70/81-Customs, dated March 26, 1981, under the Customs Act, 1962, through Notification No. 103/87-Cus, dated March 1, 1987. The amendment specifies that for goods under certain headings (90.11, 90.12, 90.13, 90.24, 90.25, 90.26, 90.27, or 90.30), the requirement for furnishing a certificate as per condition (ii) is waived. Instead, the institution's head must provide a certificate to the Assistant Collector of Customs confirming that the imported goods are essential for research and will be used solely for that purpose, with no commercial activity involved.
