Effective April 1, 1989, a fuel-efficient car is one with an engine capacity not exceeding 1000 cubic centimeters, achieving at least 22 kilometers per liter for engines up to 800 cc, or 20 kilometers per liter for engines over 800 cc. Certification is required from a qualified officer based on tests by designated agencies. The amendment also extends the validity of certain provisions from six months to one year.
