The exemption applies to polyurethane films, foils, and isocyanates, provided they are used to manufacture finished leather or polyurethane soles for footwear. Importers must agree to use the goods as specified, maintain records of their use, and submit certified accounts within three months. Failure to comply will result in paying the duty difference. The duty is reduced to 35% ad valorem for eligible imports, as detailed in the notification dated 25-7-1991.
